Budger Blackpowder in Heart of Shiverpeaks - Guild Wars Forums

Hi
I cannot see or locate Budger Blackpowder in Heart of ShiverPeaks. I have gone to the Wiki site and looked at 2 green dots in Level one. I have looked all around and there is no sign of Budger.I cannot get past the stone wall to continue this quest..I have take the Ale as well ..this did not help to locate him.Can someone please explain this?? Many Thanks
